Commercial Building
The City of Willard has an agreement with Richland County Building Department to handle all commercial permitting and inspections for the City. Please visit their website here or give them a call at 419.774.5517.
Please keep in mind that Commercial Permits generally require Zoning approval from the City of Willard. If you are building a new structure, CDC and Council will need to approve the project as well. For timing consideration, CDC tends to meet on the 4th Tuesday of the month and plans have to be submitted 2 to 4 weeks before that. Council generally meets on the first and third Monday of the Month. Both entities need to approve the project before a Zoning Permit can be approved.
Contractors still need to be licensed with the City of Willard even though we don't issue Commercial Building Permits.

The primary intention of the Code Enforcement Office is to provide courteous, timely, consistent and fair service to the Citizens of Willard, contributing to the provision of a wholesome community environment, and the protection of public health, safety and welfare, through sound building inspection, zoning, property maintenance and nuisance code enforcement practices.

DO I NEED A PERMIT?
Have questions on whether or not you need a permit? Click Here. WHAT DO I NEED TO GIVE YOU? Here you can find out what documents you are required to submit for a project. Also, please give us a minimum of 24 hours notice for an inspection. The more advanced notice the more accommodating we can be. HOW LONG DOES IT TAKE TO GET A PERMIT? The State requires us to turn around a permit within 30 days of receiving the application. The City's goal is to do the majority of permits within 3 days. Plan on 1 to 3 days for a basic permit and 3 to 30 days for a complex one. HOW MUCH NOTICE DO I NEED TO GIVE FOR AN INSPECTION? The state gives us 3 days to perform an inspection once we are notified. Our goal is to do an inspection within 24 hours. Please call the Building Department at least 24 hours in advance to schedule an inspection. CERTIFICATE OF OCCUPANCY/COMPLETION No residential building or structure, in whole or in part, shall be used or occupied until the residential building official has issued an approval in the form of a certificate of occupancy/completion. The certificate of occupancy/completion shall indicate the conditions under which the residential building shall be used. The building owner shall only use the structure in compliance with the certificate of occupancy/completion and any stated conditions. The residential structure and all approved building service equipment shall be maintained in accordance with the approval. When a residential building or structure is entitled thereto (constructed according to the approved construction documents, final tests and inspections are completed, and no orders of the building official are outstanding, or as permitted in this section), the residential building official shall issue a certificate of occupancy/completion in a timely manner BACKFLOW INSPECTIONThe City of Willard has partnered with BSI Online to implement our Back-flow Inspection program.
